Regenerating one of Westminster's largest housing estates

Phase Two of Ebury Bridge Estate is the largest phase of Westminster City Council’s major regeneration of the existing 1930s estate. The £229m development will deliver 334 new homes, including 228 homes for social rent, across five residential buildings.

Alongside new homes, the scheme will provide approximately 3,700 sq ft of commercial space and 7,250 sq ft of retail accommodation. The wider regeneration will create new public spaces and community facilities, while Phase Two will re-establish the Ebury Bridge Road retail parade and introduce new pedestrian routes improving connections towards the River Thames.

Stace is providing pre and post contract Cost Management services for Westminster City Council, supporting the project through design development, two stage procurement and pre-construction. Our role includes cost planning and assurance, value and risk management, procurement advice and tender evaluation.

Following the completion of demolition works in 2025 and the commencement of enabling works in 2026, Phase Two has secured Gateway 2 approval from the Building Safety Regulator. Four separate building safety applications were approved across the five buildings, enabling the scheme to progress into major construction, with completion currently scheduled for May 2029.
